The Senior Governance and Policy Specialist (GAPS) at the World Justice Project ("WJP") office in Mexico is responsible for building and strengthening the WJP's Mexican and global network of rule of law practitioners and for strengthening WJP's efforts to advance the rule of law through strategic partnerships, events and outputs, and for supporting innovative locally-led initiatives that have promising prospects for replication and scaling.


The Rule of Law GAPS will report directly to the Chief Research Officer. Main responsibilities include: (1) planning, implementing and promoting the Mexico States Rule of Law Index and (2) generating new opportunities for the World Justice Project to carry out other ROL projects in Mexico (including financial resources); (3) Cultivate and develop strategic relationships, collaborations, and alliances that advance the WJP's mission to advance the rule of law and align with our strategic objectives.


In consultation with the Chief Research Officer, this position will lead the ROL teams efforts to position and maximize the impact of the Mexico States index, and well as to expand the scope of WJPs ROL work into new or more specialized areas, including (but not limited to) anti-corruption, regulation and open government. The GAPS will have overall responsibility for the quality, accuracy and clarity or WJPs rule of law products. Other key duties include managing staff, budgets, and project schedules, in addition to serving as a liaison with other WJP departments, research partners, donors, and other external stakeholders.


The main responsibilities of the position include, but are not limited to, the following:


Essential Duties and Responsibilities

  • Determine key findings and messages derived from Mexico States ROL index data that will be transmitted in public presentations, media placement and to private meetings.
  • Present Mexico States Rule of Law Index findings to various groups and audiences including: state and municipal governments, donors, reporters and news programs, academic and research institutions, national and state legislators, general public
  • Serve as WJPs principal ROL interlocutor in Mexico, maintaining constructive relationships with and expanding WJP's network of partners in Mexico and around the globe;
  • Develop new research projects and identify funding opportunities related to the rule of law in Mexico;
  • Contribute to WJP fundraising efforts by identifying relevant funding opportunities, drafting concept notes and proposals, developing budgets, and managing donor relationships;
  • Participate in staff recruitment, as necessary.


Skills and Experience

  • 15 years of experience in rule of law research: e.g., anti-corruption, regulation, open data, public security, property rights, civil or B2B litigation, etc.
  • Superior research and analytical skills, knowledge of survey research methods and ability to interpret and analyze data;
  • Experience producing data-driven reports and research products for external audiences and funders;
  • Experience presenting and communicating rule of law issues to a wide variety of audiences, especially donors and members of the international development community, high-ranking policy-makers and elected leaders, and audiences of broadcasted news and opinion programs;
  • Experience working with diverse stakeholders, cultivating and nurturing organizational relationships, and catalyzing policy action on issues related to WJP's mission;
  • Experience leading the conceptualization and implementation of strategic collaborations, campaigns, and events
  • Experience in all major aspects of fundraising: identifying funding opportunities, developing and drafting proposals and budgets, reporting on outputs and outcomes, knowledge of major ROL funders operating in Mexico
  • Strong interpersonal, management and communication (written and verbal) skills
  • Proven capacity for strategic thinking and planning;
  • Excellent command of Spanish;
  • Proficiency in English;

  • D. (preferred) or Masters in social sciences, economics, administration, or a related field with demonstrated substantive expertise


Location and Duration:

  • The GAPS will be based in Mexico City, Mexico. This is a full time position (negotiable) that will last until December 31, 2020, with the possibility for extension given availability of funding.


Physical Requirements

While performing the responsibilities of the job, the employee is frequently required to use finger dexterity as well as sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen. Also may need to remain seated for long periods of time, have the ability to perform repetitive motions, grasp objects, including a writing instrument, stand, communicate verbally and hear well enough to detect nuances and receive detailed information.  The employee may be required to walk, push or pull objects, bend, squat, reach, or kneel. Vision abilities required by this job include close vision for expansive reading and data analysis. 


Working Conditions

The work conditions described here is representative of those an employee encounters while performing this job. The incumbent typically works indoors in a heated and air-conditioned office, with a mixture of natural, incandescent and fluorescent light with low to moderate noise levels.
